Essential functions of the position include interviewing and determining eligibility for applicants and recipients of human Servies economic assistance programs by interpreting state and federal policies; processing applications, establishing electronic case files, maintaining a caseload, performing necessary actions relating to appeals and fraud, maintaining manuals, attending training sessions and workshops, and performing other duties as assigned. A high level of verbal and written communications skills and computer literacy are a must.

Minimum Qualifications

ELIGIBILITY WORKER I requires the qualifications as listed for the "Eligibility Technician" below, PLUS one year of work experience determining eligibility in a human service office in one of the following economic assistance programs: Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), Foster Care, Medicaid, or LIHEAP; OR an Eligibility Worker associate degree. IF NO ELIGIBILITY WORKER I APPLICANTS ARE FOUND, WE WILL CONSIDER FILLING THIS POSITION AS AN ELIGIBILITY WORKER TECHNICIAN: minimum qualifications require a high school diploma or GED, PLUS one of the following:Three (3) years of a Bachelor's degree program (90 semester hours or 135 quarter hours)Three (3) years' work experience in the clerical, accounting, financial, legal, or teaching fieldsThree (3) years combined education and experience as listed above; orCompletetion of the Eligibility Worker Certificate Program ALL successful applicants must pass a standard, motor vehicle, and criminal record check.ALL successful applicants must be able to work in the United States.

Generally, the Case Manager:Performs case management activities involving complex problems/cases, assesses individual and family needs, develops appropriate service and/or treatment plans, and provides counseling, referral, and placement services. Evaluates client's needs, interests, motivation, and patterns of responsibility; reviews case records for client problems and needs, and reviews and discusses the case, problems, prognosis, behavior patterns, and needed services with a supervisor or other senior level staff. Develops, implements, maintains, and supports treatment plans that provide a variety of social services and referrals to meet social, behavioral, medical, and/or psychological needs. Recommends and refers clients to appropriate support agencies and programs and provides continuous counseling and crisis intervention to achieve treatment plan objectives. Represents the department in accordance with all policies and city rules and regulationsPrepares and compiles case records, reports and documents within state and federal standards in providing case notes, treatment plans, and evaluations.Testifies in court as needed by providing expert testimony and preparing comprehensive reports that allow the court to make findings and recommendations that affect court-ordered treatment plans.Performs a variety of other related duties as assigned.

Minimum Qualifications

FAMILY SERVICES SPECIALIST III:Bachelor's degree in social work, psychology, sociology, counseling, human development, education, human services, child development and family science, or criminal justice.2 years of professional work experience as a social worker, child protective service worker or professional case manager. A master's degree may substitute for one year of the work experience requirement. IF NO QUALIFIED FAMILY SERVICES SPECIALIST III APPLICANTS ARE FOUND, WE WILL CONSIDER FILLING THIS POSITION AS A FAMILY SERVICES SPECIALIST II:Bachelor's degree in social work, psychology, sociology, counseling, human development, education, human services, child development and family science, or criminal justice.1 year of professional work experience as a social worker, child protective service worker, or professional case manager.A master's degree in one of the areas may substitute for the work experience requirement.IF NO QUALIFIED FAMILY SERVICES SPEACILIST II APPLICANTS ARE FOUND, WE WILL CONSIDER FILLING THIS POSITION AS A FAMILY SERVICES SPECIALIST I:Bachelor's degree in social work, psychology, sociology, counseling, human development, education, human services, child development and family science, or criminal justice.
